Analysis of modernisation in the area of citizen and occupational safety in a local government in Arequipa

The study examines the modernization of public security in the José Luis Bustamante y Rivero district, Arequipa, for the 2024-2027 period. With a population of 82,600, 60% of residents perceive their environment as unsafe. This perception is linked to increased migration, commerce, and insufficient police infrastructure (0.21 officers per 1,000 inhabitants, compared to the UN recommendation of 2.8). The study highlights the need to adopt advanced technology, such as surveillance cameras, drones, and artificial intelligence, to anticipate and prevent crime. It also emphasizes creating a Citizen Security Council to enhance interinstitutional coordination and foster community participation through digital platforms for anonymous reporting and real-time communication. SMART indicators are proposed to measure strategy impacts and align them with global trends like digitization and community resilience. These actions aim to reduce the perception of insecurity, improve governance, and transform the district into a model of efficient and modern public management.
